Deputy Chief of Party - USAID Health Service Delivery

Job Description and Requirements


USAID Health Service Delivery is a 5-year USAID-funded cooperative agreement implemented in Jordan by Abt Associates and its partners. The project, which started in March 2016, aims at improving health outcomes of women of reproductive age and children under the age of 5. USAID Health Service Delivery works in the public, non-governmental, and private sectors in its geographic focus areas to improve access to and quality of reproductive, maternal, neonatal and child health (RMNCH) care services with expansion to nutrition, gender-based violence and non-communicable diseases (NCDs).

Abt Associates seeks a qualified Deputy Chief of Party (DCOP) to support the USAID Health Service Delivery project in Jordan. Core responsibilities of the USAID Health Service Delivery DCOP include assisting the COP in strategic and operational planning; management; monitoring and reporting; leading development of technical reports, work plans, and other documents for USAID and other partners; and assisting the COP and all teams in maintaining excellent relations with USAID, host country counterparts, and other stakeholder organizations. 

Key Roles and Responsibilities

  • Work in close coordination with the COP on strategic and operational planning, management, monitoring, and reporting on the $50 million USAID Health Service Delivery
  • Work with the COP to maintain excellent relations with USAID, host country counterparts, and other stakeholders
  • Work closely with the Senior Advisor for M&E and Performance Management to ensure overall high quality implementation and consistency across the project
  • Lead the Technical team in development of reports, work plans, and other documents for USAID and other partners
  • Provide technical oversight for the Services team and activity partners responsible for: 
    • Primary health care and hospital service delivery improvement
    • Community engagement
    • Community outreach
    • Innovation grants
    • Private sector engagement
  • Directly supervise five experienced senior managers of the above technical programs, with additional 40+ staff members under their supervision


Preferred Skills / Prerequisites

  • A Master’s degree in Public Health, Public Administration, Business Administration, Medicine, or related field
  • Excellent oral and written communication skills in English a must
  • A minimum of 10 years of work experience that demonstrates technical expertise with substantial developing country context experience in a combination of the following areas: family planning, RMNCH, nutrition and NCD (preference for experience with service delivery projects in public or private sector)
  • A minimum of 8 years of demonstrated excellence in a management position in an international health and development context
  • Experience interacting with host country government partners and counterparts
  • Previous DCOP experience not required, but must have demonstrated ability to motivate and lead teams on donor funded awards to successfully deliver
