Controls & Monitoring Section Manager

Job Description and Requirements
  • *Job Summary**

Reporting operationally to the Project Controls Department Manager, the Controls & Monitoring Section Manager is responsible for the reporting of all SAC projects within the Engineering, Maintenance & Operations Unit. 

The Controls & Monitoring Section Manager will be responsible for the reporting of site delivery progress and management of site based Project Controls personnel, as well as managing the reporting of all contract deliverables across the project 

life cycle. 

The Controls & Monitoring Section Manager will be responsible for reporting compliance with SAC departmental plans and procedures in the delivery of project obligations. 

A key responsibility is to establish clear lines of communication and reporting with an emphasis on meeting deadlines and developing transparency in all operations. 

Job Duties: 

+ Controlling and monitoring project schedules from registration to handover. 

+ Implementing the Stage Gate Process on all First Party qualifying new projects and as agreed with First Party on existing projects. 

+ Owning the Stage Gate schedule. 

+ Ensuring that projects provide input to monthly dashboards. 

+ Reviewing and validating project monthly dashboards highlighting any concerns. 

+ Issuing project dashboards to concerned internal and external stakeholders. 

+ Assessing the capability of First Party existing project control staff and assigning appropriate roles and responsibilities. 

+ Inputting to the project control department knowledge transfer program which includes comprehensive on-the-job learning. 

+ Promote and develop the use of Project Controls as a discipline and implement and embed current industry best practice. 

+ Direct the Project Controls team in earned value management and forecasting for each active control account on projects. 

+ Work closely with the Project Controls Section Managers to deliver key business analytical data to support SAC business operations. 

+ Support SAC business operations with relevant business analytics.

  • *Minimum Requirements**

+ Demonstrable experience in the field of construction, construction management, engineering management, contracts management, project management, negotiation of change orders, preparing contractual correspondence, budget 

+ management, planning and scheduling. 

+ Previous Middle East project management/controls experience on similar or related project types. 

+ Demonstrable technical and administrative knowledge of the wider engineering/construction industry. 

+ Experience and demonstrated skill in establishing criteria and system set-up for various project control functions. 

+ Working knowledge of engineering management, construction management procurement, contracts, scheduling, estimating, and the start-up and set-up of work procedures and processes. 

+ Knowledge in supervision, personnel administration, and training of technical and non-technical personnel. 

+ Knowledge of engineering and construction management acquired over time through specialized instruction or practical experience. 

+ Minimum 15 years of experience in monitoring and control functions, data analysis, cost control, estimating, planning and scheduling and project controls reporting functions.

  • *Preferred Qualifications**

+ Bachelors degree in construction management / engineering. 

+ Skilled in verbal and written communication.
