Project Costing Engineer

Job Description and Requirements

Cost Estimates / Cost Database
•Support the HOPCS in establishing a cost database in accordance with the best practices for cost database management. In addition, ensure that such cost database is maintained / updated regularly and is used to develop cost estimates for all projects being executed by Technical Division. 

•Be fully responsible for review of project cost estimates at various stages of project maturity to ensure accuracy, completeness and compliance with the scope of work for various types of projects at all scales, including review of multi-discipline conceptual, detailed and definitive cost estimates.

•Act as a resource for best cost engineering and estimating practices. 

•Set up and maintain cost management database and make use of available software such as ASPEN to ensure increased accuracy in project cost estimation.

•Keep informed of technological developments in the area of responsibility (cost estimation / cost database management) in order to update knowledge, identify and recommend opportunities for increased effectiveness and/or cost reduction.

Cost Control Activities
•Support Senior Project Controller in periodically reporting cost forecast trends for all projects listed within the portfolio and give early alarm for cost overrun of projects.

•Responsible for the review, monitoring, analysis, and reporting of all projects associated expenditure spending.

•Support Senior Project Controller in preparing monthly progress reports, monthly accrual report, quarterly outlook reports, and other various reports required by internal and external stakeholders. 

•Perform budget v/s actual performance variance analysis and provide explanation for management reporting.

Project Portfolio Management & Project Governance
•Actively contribute to keep update the project portfolio on short and long term regarding status of the projects from planning and cost perspective, in accordance with the requirements of Projects Handbook and prudent practices for Project management.

•Liaise closely with all relevant sections within the company, concerning project planning, monitoring, and execution and budgeting.

•Support HOPCS in coordinating with various stakeholders within the Organization in preparation of the annual Capex budget, its follow–up and control of costs.

•Ensure all projects department expenses are fully allocated and absorbed into projects and work orders and work with planning and budgeting section to ensure the time writing rates are appropriate and up to date.

Progress Monitoring & Analysis
•Support HOPCS in generation of management information on projects performance, monthly reports, and quarterly board reports as well as monitor projects progress and update forecast projects spend.

•Assist HOPCS in analysing and reporting variances to projects budget and take actions on over and underspends.

•Coordinate accrual process for projects ensuring project accruals is correct. 

•Assist HOPCS in periodic reporting of cost forecast trends for all projects listed within the portfolio and to give early alarm for cost overrun of projects.
