Job Description and Requirements

Job Summary

URS/AECOM has an opening for a Comsec Manager on the APS-5 contract in Kuwait.

This position oversees the journeyman level DS/GS COMSEC activities.

Essential Duties and Responsibilities:

  1. Manages a professional team encompassing a wide range of functions within the discipline:

a. Assists in establishing hiring boards to interview candidates for open positions.

b. Evaluates staff, comparing objectives and achievements in staff assessments.

c. Coaches employees in their professional career development and process improvements.

d. Issues disciplinary or corrective actions when needed.

e. Recommends termination or contract non-renewal when appropriate.

  1. Responsible for completing Performance Evaluations as required. Provides day-to-day oversight, job guidance and assistance to maintenance personnel assigned to the electronic integrated systems repair shop.

  2. Provides guidance and assistance to personnel on current state of the art principals, practices and procedures to be employed, quantity and quality of work expected and tools and materials to be used.

  3. Plans work schedules, sequence of operations and distribution of work.

  4. Instructs on new or changed procedures, assists with resolving problems, reviews work in progress and upon completion for correctness and conformance to standards and requirements.

  5. Makes minor adjustments in procedures and operations to accomplish work effectively and economically and assures that equipment and supplies are utilized properly.

  6. Adhere to ISO Policies, Procedures, and Work Instructions.

  7. Perform all other position related duties as assigned or requested.

Minimum Requirements


  • High School diploma or equivalent required.

  • Bachelor’s degree preferred.

  • US Citizen is required.

  • Secret Security Clearance is required


  • Minimum 10 years of supervisory experience in electronic equipment repairs and overhaul required.

  • 5 years of experience in electronic equipment repairs and overhaul is required.

  • Comprehensive knowledge of governing regulations, policies, and procedures, required.

Specialized Knowledge and Skills:

  • Excellent interpersonal skills.

  • Must possess the appropriate verbal and written communications skills to conduct meetings, execute plans, prepare reports, plans, and working instructions.

Certification & License: Must have a current, valid driver’s license with a clean driving record.

Work Environment, Physical Demands and Mental Demands:

  • Ability to perform job duties efficiently and effectively

  • Must be able to up to 50 Lbs.

  • Must be able to work in extreme environmental conditions including dust and high temperatures.

  • Must be able to endure long hours, exposure to weather and hazardous conditions.
