Finance Coordinator - Jordan

Job Description and Requirements

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors. 

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

1. Roles and Responsibilities

The role of the Finance Coordinator is to oversee the Finance Team in Jordan North, specifically managing of
the area budget and management of the team.

Specific responsibilities

• Update and monitor the Area Master Budget - including allocation of costs in coordination

with Heads of Departments and identifying funding gaps.

• Ensure effective cash flows, preparing forecast of expenditures and submitting monthly cash requests.

• Ensure timely payments to vendors, consultants, etc.; in accordance with NRC's financial procedures and contract policies

• Ensure that financial supporting documentation meet NRC and donor rules and regulations

• Ensure that bookkeeping is done on a daily basis; utilizing the NRC Agresso accounting system

• Responsible for the month-end closing and preparation of the Balance Reconciliation Sheet (BRS) within the stipulated period, with close coordination with CO Finance

• Provide up-to-date analysis and regular reports of the Area financial status, including monthly Budget vs Actual reports to be shared with Area management

• Assist CO Finance on Internal, donor and/or External Audits preparations

• Training of line managers and staff with financial responsibilities

Generic responsibilities (max 10)

• Adherence to NRC policies, guidance and procedures.

• Implement NRC’s systems and procedures at area level.

• Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.

• Prepare and submit reports and analysis.

• Ensure proper filing of all support documents.

• Support line managers in procedures and require support team trainings.

• Management of support team.

• Ensure development and implementation of administrative systems and procedures.

• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

• Ensure that the accounting, monitoring and reporting are according to procedures.

• Support project staff in financial matters.

• Maintain budget control and monitor cash flow for the area.

Our Ideal Candidate:

We are looking for candidates with a Bachelor degree or higher with minimum 3 years of experience working in Finance, recovery context. Proven ability to manage a complex project in a complicated refugee setting. Has a documented results related to the position’s responsibilities.

We are particularly looking for a positive individual with strong communication and interpersonal skills, who can build trust and confidently navigate both internally and externally at different levels, to have the ability to analyze data and trends for informed decisions and Capacity building skills.
