Job Description and Requirements

Based in Amman with a frequent field visit to project locations

Overall Purpose:
The Team leader is responsible for managing the planning, coordination, implementation, monitoring and evaluation of project activities, delivering quality and accountability commitments and reporting on the project in line with the objectives, monitoring and evaluation plan. Encourage beneficiary participation; liaise with other stakeholders and Community-Based Organisations.

Project Overview:
Jordan hosts over 655,000 Syrian refugees with the vast majority of them living outside formal camps in urban settings in a rented room or apartment, often with several families sharing together.
Medair, in a consortium with Tearfund, expect to implement a MADAD funded project named “Strengthening Protection
Mechanism for Syria Refugees and Vulnerable Host-communities in Jordan”, which is a community health and psychosocial
support program focusing on assisting the most vulnerable Syrian refugees who are struggling to access basic health care and psychosocial services.
Medair and Tearfund are reaching these refugees and host communities through a community project together with a network of community volunteers and the Team leader will be responsible for the coordination and implementation of the psychosocial/SGBV component of the project.

Major Duties and Responsibilities
Project Management

  • Manage the psycho-social/SGBV component of the community project for refugees and host communities in order to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to the Response Manager
  • Ensure implementation and quality impact for the target group.
  •  Prepare comprehensive work plan and develop detailed monitoring plan
  • Coordinate selection of beneficiaries and coordinate with other actors within the project
  • Conduct regular field trips to the community for support and supervision
  • Work with the Health Team, CBOs, Partners to ensure both short and long-term positive impacts and outcomes for the beneficiaries and local health authorities.
  • Continuously monitor and supervise activities in the assigned project, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the whole team in analysis and taking appropriate action as needed to ensure continued progress.
  • Contribute to accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats.
  • Participate in knowledge and information sharing within the programme.
  •  Identify, document and disseminate relevant project learning within the programme.

Team Management

  • Line-manage the SGBV Officer and M&E Officer of the assigned projects, including recruitment of staff when required, day-to-day management, development and training, appraisals, etc.
  • Provide leadership, guidance, and monitoring for project team, ensuring clarity over project plans and priorities and encouraging effective team work
  •  Support the Response in regular project meetings with the assigned team, reviewing team and individual objectives, ensuring team members are kept informed of issues relevant to their work and providing an opportunity for feedback.
  •  Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for community activities

Financial Management

  • Ensure that expenses for the assigned community projects are in line with the approved budget and meet the Medair standards with regard to financial management, including accountability and good governance.
  • Support and oversee petty cash requirements of the assigned team, ensuring all required paperwork is completed accurately and in a timely manner.

Communication and Coordination

  • Ensure appropriate, regular, transparent and supportive communication structures with the assigned team, partners, CBOs, Managers and advisors and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials and other NGOs), with the objective of ensuring good cooperation and partnerships.
  •  Coordinate with other agencies and in particular with established partners.
  • Participate in Medair internal training, and other working groups or meetings as required


  • Liaise, as necessary, with the logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Quality Management

  • Liaise with the Response Manager to implement the project in line with donor requirements, as well as Medair, national and international best practice guidelines i.e. Sphere and Core Humanitarian Standards.

Person Specification
Qualification / Experience:

  • Degree and/or equivalent qualification in development, humanitarian practise, project cycle management or relevant discipline


  • Master Degree in development, humanitarian practise, project cycle management or relevant discipline

Work experience:

  • At least 2 years’ experience in project

a)management AND implementation and 
b)monitoring and evaluation

  • Proven team management experience in humanitarian environments. Successful experience of project cycle management, especially in complex environments
  • Proven experience in humanitarian coordination


  • Working to SPERE standards, People In Aid and Red Cross Codes of Conduct
  • Experience in Finance, procurement,logistics and systems.
  • NGOI experience


  • Strong working knowledge of English(spoken and written) and Arabic


  • Competent with Microsoft Office programmes, in particular Word, Excel,Gmail and PowerPoint.

  • Familiarity with international policies and standards related to health and SGBV guidelines.
  • Experience with developing strategies to mainstream gender and protection throughout targeted locations.


  • Advanced planning, assessment and analytical skills
  • Experience in the design, monitoring of implementation and evaluation of community (health) programmes
  • Strong experience in training on (community) health technical areas with a variety of stakeholders.
  • Experience with capacity-building approaches and building capacities of teams and partners in community health.and SGBV. 
  • An understanding of challenges related to community (health) programs for traumaaffected Syrian refugee and host community

Management and leadership:

  • Able to prioritise clearly and oversee multiple tasks
  • Able to set clear objectives for staff and to delegate
