Monitoring, Evaluation and Learning (MEL) Specialist

Job Description and Requirements

The Yemen Economic Stabilization and Success program is an 18-month technical assistance and training support program aimed at increasing SME competitiveness, creating sustainable jobs, improving livelihoods, and reducing barriers to trade in Yemen.

Objective

Monitoring, Evaluation, and Learning serves as a management tool to ensure that program activities are designed, implemented, and evaluated in a manner consistent with optimal outcomes/impact.  This recruitment is for MEL Specialists in Amman.

The MEL Specialists will be engaged as subject matter experts with demonstrated familiarity with M&E strategies, tools, procedures, and requirements. The candidate is required to have knowledge of different data collection methodologies, field research experience in monitoring program/project activities, analyzing data for accuracy, experience with gender sensitive approaches to data collection, and other related monitoring and performance experience.

Scope of Work

Responsibilities include, but are not limited to, the following:

  • Entering data collected in Yemen and Jordan, particularly sign-in sheets and other evidence of participation in YESS activities, into the participant training database
  • Ensuring that the participant sign-in-sheets and other data/evidence are filed correctly in the hard copy filing system, and is complete
  • Ensuring that the participant sign-in-sheets and other data/evidence are filed correctly in the soft-copy filing systems for the project
  • Confirming/verifying that the data for each indicator is complete and accurate, according to the standard operating procedure (SOP) and reference sheet for each indicator
  • Scanning, uploading, downloading, and copying reports, documents, and other evidence
  • Updating and informing the MEL Manager based in Tunisia of any problems on a regular basis (e.g., missing data, inaccurate data, etc.)
  • This position will be supervised by the MEG MEL Manager
  • Other duties as assigned and approved by the MEL Manager, to ensure efficiency the Project’s work plan and MEL plan implementation

Knowledge/Skills

  • Demonstrated experience conducting verification and quality reviews of data before it is uploaded into the various relevant databases
  • Experience with USAID monitoring and evaluation procedures
  • Strong interpersonal skills, and team orientation
  • Experience with remote monitoring and verification
  • Demonstrated experience with excel, data cleaning/review, formula development, etc.
  • Demonstrated experience with on-line MIS (e.g., ShareDrive, OneDrive, GoogleDocs, etc.)
  • Demonstrated experience collecting performance data
  • Ability to clearly and consistently organize, manage and present data to various audiences
  • Ability and willingness to travel to Tunisia, Yemen, or other countries in the region
  • Detail oriented
  • Self-motivated

Qualifications

  • Master’s Degree in Economics, Statistics, Social Science, International development, or a related field and at least 3 years experience.
  • Bachelor’s degree in relevant field and at least 8 years of relevant experience
  • Strong attention to detail with high sense of facts-based analysis and adaptability with contexts
  • Good communication and interpersonal skills
  • Strong English skills
