Job Description and Requirements

As a global humanitarian organization, the IRC has unique capabilities – and is particularly known for rigorous research and evidence-based programs. A key initiative that supports this strategy is the IRC Research & Development (R&D) lab, aimed at investing in the design, development, and scaling of new humanitarian interventions and delivery models. The lab seeks to apply best practices from human-centered design, rapid iteration, multi-disciplinary problem-solving, and an innovation portfolio management function in the humanitarian context.

Through the Jordan Country Program, the R&D lab is launching an innovative employment hub that aims to generate at scale employment opportunities for Jordanians and Syrian refugees in Jordan The IRC has been operational in Jordan since 2007 and today, the IRC responds to refugees and Jordanians most urgent and sensitive needs, including health care, women’s protection and empowerment, child protection, and economic resiliency. Building off existing IRC Jordan livelihoods and protection programming, the employment hub will house a series of new, data-driven, experimental interventions that seek to match-make Jordanians, refugees and firms and provide the necessary support to individuals in getting to work.

Job Overview:

The Employment Service Officer for Labor is a core part of the Employment Hub Service Officer network. The Employment Hub is a two-year project out of which two core activities are run: i) a mobile network of entrepreneurial IRC service officers who will work with Jordanians, refugees, and firms to proactively facilitate matchmaking and help to address common access issues, and ii) a jobs collation platform that allows IRC officers, existing outreach staff and other stakeholders to algorithmically match jobs and job-seekers. An additional set of complementary and experimental activities, including behavioral nudges, flexible budgets, childcare support, transport support, and retention incentives, will be implemented as well. In line with the R&D approach, the objective is to structure fast-paced, small-scale experimentation to iteratively adapt a set of activities to optimize design and generate impact. During year 1, a series of experiments will be conducted to identify what works and in year 2, the program will scale a select set of interventions.

The Employment Service Senior Officer for Employers (ESSO) will oversee and implement in all outreach to firms with job openings in Jordan, cultivating relationships with these firms to help provide labor, and ensuring that firms are satisfied with the employment hub services. The ESSO is responsible for working with firm HR and senior leadership to identify new employment opportunities and collect data on these jobs and the firm, help identify recruitment needs for firms, and work with firms to match them with potential employees. The ESSO will work with Employment Service Officers focused on job seekers, the Hub leadership as well as Economic Recovery and Development (ERD) program staff to deliver on matches and support other officers in their daily activities.

This role is entrepreneurial, with the ability to shape the design of the employment hub protocols to maximize impact. It is also client-facing and will entail extensive communication and comfort in working with the private sector. This role offers the ability to have a positive impact in improving the employment opportunities for many in Jordan.

Major Responsibilities:

Firm Intake

  • Builds relationships and trust with a set of firms in Jordan who have relevant jobs for refugees and Jordanians.
  • Works with firm management to identify recruitment needs and collect information on all potential job openings.
  • Conduct regular check-ins with firms to understand latest job postings and characteristics of ideal candidates.
  • Works with other ESSOs to ensure data is properly uploaded so the jobs platform can generate matches.
  • Is responsible for filling out numerous intake forms and maintaining up-to-date data on job postings in the platform.


Case Management

  • Provides lists of suggested candidates to firms and helps arrange interviews and fill vacancies.
  • Provides interview prep with firms by phone, in communities, or at the IRC Employment Hub for potential job candidates.
  • Interfaces with ESOs who hold job seeker relationships to prioritize matches and set up interviews
  • Conducts follow-up and regular check-ins with firms on employment matches. .
  • Meticulously tracks all changes to job openings data.
  • After job placements works with firms to understand why certain placements were successful.

Internal: ERD program, R&D Department, ERD Technical Unit, Grants Department, Supply Chain, Finance, HR, Research Evaluation and Learning Technical Unit

External: Firms and business community, chamber of commerce, International Labor Organization businesses and business development entities, peer and partner agencies.


Job Requirements:

Minimum Requirements  

  • BA/BS in economics, business, finance, or a related field, or some commensurate certificate
  • Experience working with private sector, especially in our focus of mid-sized firms in Jordan (garments, chemicals, etc.)
  • Experience navigating large amounts of data using digital tools
  • Strong program/technical skills, and planning, reporting skills
  • Strong written and oral communication skills, effective in representation and liaison with external parties.   
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multicultural environment, flexible and able to handle pressure well, passion for employing technical skills to meet social goals; Negotiates effectively by exploring a range of possibilities; quickly builds rapport with individuals and groups; maintains an effective network of individuals across organizational departments.

Working Environment:  

The position is based in Amman with frequent travel to field sites in Irbid and Mafraq.
