IM Project Manager

Job Description and Requirements

Role & Responsibilities
Line manage the Global Information Management (IM) team based in Jordan to oversee
their contributions to Medair’s global Information Management (IM) activities. In conjunction
with the Global IM manager at the Global Support Office (GSO), the Project Manager will
actively integrate and collaborate with Medair IM country focal points; manage client
relationships, scoping, consulting and IM project management; manage the current IM parts
of the Syria grant, including reporting; suggested rephrasing: ensure the team has the
necessary funding from insitutional or other donors and manage the Global IM Jordan
budget within the approved spending plan.

Project Overview
The Global IM team in Jordan is made up of specialist IM staff and integrates with all IM
staff in Medair country programmes globally with a functional link to GSO ITS team.
Information Management at Medair includes, (but is not limited to), developing and
maintaining tools for data collection, dashboards and reports, and Geographical Information
Systems (GIS).

Key Activity Areas
Project Management

  •  Support the IM platform implementation for the Syrian response of Medair.
  •  Visit country programmes and conceptualise with stakeholders IM tools customised to the priority needs and develop this in an IM improvement project.
  •  Allocate technical trouble-shooting resources for Global IM Help Desk function.
  •  Organise a set of IM train the trainer workshops and technical training sessions for INGOs and local NGOs involved in the Syrian response, pending necessary approvals.


  •  Design, update and evaluate the strategic plan based on the ITS and Global IM strategy. Balance priority IM needs, donor reporting needs, programming needs etc.
  • Collaborate in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Publish and proactively share the IM work within Medair as well as outside Medair.
  •  Ensure IM Global Team activities are monitored, documented and adhere to good practices.

Team management

  •  Manage direct staff reports. In conjunction with the Global IM manager, authorise and plan field trips of the team.
  • Coordinate with Global IM on resources for short-term support of country programmes.
  • Ensure the team is fully integrated into and engaging actively with the Global IM team.
  •  Have regular communication with IM focal points in other countries to integrate and share innovative IM developments from these countries in the overall IM service plan.


  •  In conjunction with the Global IM manager, oversee the drafting and presentation of IM and Innovation grant proposals, operational and financial reports related to the Jordan Global IM team.
  •  Support the planning and construction of project budgets.
  •  Manage the spending within the programme in-line with the approved budgets. Analyse projected cash flow, decide on the timing of major procurements, and anticipate where over or under spending may occur and ensure necessary action is taken.

Manage vendors and stakeholder relationships

  • Work with IM vendors like Qlik, Ona, SurveyCTO, ESRI, DHIS 2, etcetera.
  •  Maintain relations with each country: senior management and IM specialists and users.
  •  Maintain relations with GSO and in-country advisors.
  •  Have regular contact with Global IM strategic team.

Help Desk coordination

  • Monitor service level. Identify trends in incidents and work on the underlying problem.
  • Escalate high priority issues or risks to the Global IM manager.


  • Professional qualification and experience in Information Management, Monitoring and Evaluation and business management or related fields.
  •  IM Tools: ODK, GIS, Qlik/BI Tools.
  •  Strong working knowledge of English (spoken and written). Knowledge of Arabic (desirable).

Experience / Competencies

  • Think strategically about IM issues and how they can be used to improve humanitarian programming quality.
  •  Team leadership and management experience – at least 36 months.
  •  Proactive networker and enjoy coordination and communication at all levels.
  • Proven track record in conceptualising and designing IM systems for programmes, selection of IM tools, software development and customisation and resource management.
  •  Advanced planning, coordination, assessment, analytical and problem-solving skills.
  • Excellent project management skills. Ability to concisely work out project needs, present this to the client programmes and allocate technical resources.
  •  Relevant management experience in emergency and/or development context.
  •  Knowledge of the humanitarian essentials, Sphere and CHS Standards, guidelines and protocols. NGO and donor policies governing processes and procedures and reporting needs.
  •  Experience running technical capacity building workshops in different locations and cultural environments. Enjoys sharing knowledge and facilitating live events.
  • Ability to communicate effectively with programme teams and represent Medair in discussions with stakeholders.

Work conditions

Field-based position in Amman, Jordan (regional support office) Regular travel to
Medair-supported countries in the region, globally, and GSO.

Planned start date As soon as possible.
Duration of commitment Full time, minimum 12 months.
