CARE’s scope of work has evolved from emergency response to long-term development programming, now encompassing an Urban Refugee Protection Program, the Azraq Camp Program, and the Sustainable Development Program. In late 2016, CARE created its Strategy- Business Plan 2017-2020, defining CARE’s program goals to fight poverty and inequality by 2020.

CARE International in Jordan has a vacancy for the post of Community Based Livelihood & Resilience Program Manager Scope of Work:

The purpose of the Community Based Livelihood & Resilience Program Manager (CBLRPM) is to provide overall leadership and coordination for ensuring the implementation and accomplishment of the objectives of the Livelihood components under his/her responsibility in line with CARE Jordan vision, goals, and program principles, standards, approaches and strategic plan and the United Nations High Commissioner for Refugees (UNHCR) regulations and requirements, and humanitarian standards (SPHERE, Good Enough Approach, IASC Gender Guidelines, etc.).

 

He/ she will ensure that gender equailty is at the heart of this effort, and ensuring CARE programming address the specific needs of women and girls.

 

S/he will also play a key monitoring role, project management, mentoring local partners, designing the capacity building program with local partners, supporting the collection of information and documentation of lessons learned.  The (CBLRPM) helps ensure that M&E data from projects and information and priorities arising from communities are captured, clearly communicated and fed into CARE’s evidence gathering and learning system, so that CARE can use them effectively for advocacy, fundraising and program quality improvements to ensure programs’ objectives are met.

 

In consultation with the Azraq Program Team Leader, Head of Programs and Deputy Team Leader, Project Managers, Component’s coordinators, and local partners, she/he will develop an overarching economic and Livelihood strategy, develop implementation plans, manages the budget, allocates accordingly appropriate resources to accomplish the plan, secures qualified staff and ensures that an appropriate monitoring system is in place to track progress and deviations of project implementation.  To promote the highest level of staff performance the (CBLRPM) ensures that all supervisors provide coaching and counseling to the project staff.  He/she establishes and maintains effective working relationships with refugee committees/representatives, local society organizations, UNHCR, and key government partners working in the respective area of responsibility. Work with the Ministry of planning and international Cooperation MOPIC to insure all grants are approved on timely manner and communicate all required reports and documentations. Communicate approved prepared work plans and project progress reports.

 

Duties and Responsibilities:

 

Assessment, Program Design and Planning  

 

  • Design a clear strategy related to the livelihood programs inside the camp and at urban areas.
  • Coordinate the development of all livelihood-relevant projects implementation plans and budgets within the framework of the agreed emergency response and sustainable development program of CARE Jordan.
  • Support in project design and proposal preparations for institutional and public funding.
  • Organizes the implementation process of all set targets planned for each project with respective supervisors, experts and other concerned staff working within program departments
  • If necessary and based on achievements, adjusts Livelihood specific projects targets, strategies, resources and delegation of responsibilities to ensure appropriate progress toward project objectives;
  • Submits plans as per established schedules to all project stakeholders.
  • Ensures that all related staff have updated bi-weekly implementation plans;
  • Maintains ongoing communication with project stakeholder regarding the different livelihood projects progress and challenges;
  • Continuously assesses the Livelihood projects’ context, assumptions and changes in the working environment to ensure that the project focus, strategies and activities remain relevant and to proposed adjustments when needed

 

 

Knowledge Management for Program Quality   

  • Act as a single point of contact for reporting on Livelihood projects/initiatives with full coordination and cooperation with partners and other CARE staff members.
  • Integrate CARE Livelihood program quality concepts (Programming Principles, DME, report writing and communications, as well as cross cutting themes of Gender Equity & Diversity, Governance, Accountability, etc.) and humanitarian principles/standards (SPHERE, Good Enough Guide, IASC Gender Guidelines, etc.);
  • Apply best practices to the activities contributing to componenet’s objectives, and ensure relevant sectoral/technical best practices and technical assistance are integrated into project activities.
  • Works with field team to identify and prepare success stories, videos, photos and case studies in line with CARE’s program and advocacy priorities
  • Ensures that project(s) under his/her supervision include an appropriate log-frame and baseline design;
  • Organizes a monitoring system to collect baseline and periodic data for tracking project performance and decision making;
  • Writes monthly and as requested by the donor comprehensive and high quality project progress reports.

 

 

Reporting, Compliance, Procurement & Admin 

    

  • Ensures projects under his/her responsibility comply with donors’ rules & regulations, including familiarizing all relevant project staff to these;
  • Coordinates contract start up and close out processes and procedures with other relevant units, HR, Finance, Procurement, Audit, etc.
  • Recommends or initiates contract changes including realignment of activities, budgets, contract extensions, etc.
  • Coordinates any sub-grant activities and agreements and ensures compliance with applicable policies and procedures.
  • Manages budgets including bi-weekly reviews of expense reports.
  • Prepares procurement plans and monitors procurement processes, ensuring all necessary purchases are done at the onset of the project.
  • If relevant/applicable, implement audit recommendations applicable to the projects under his/her responsibility.

 

 

External Relations and Field Representation       

 

  • Establish positive working relationships with refugee communities/committees/representatives, governmental, NGO, local and international organizations, and civil society organizations with activities relevant to the project to identify areas of potential collaboration.
  • Engage actively in Livelihood Coordination working groups and meetings inside the camp, relevant to the projects as well as co-chairing with UNHCR the Basic Needs and Livelihood Working Group. In Addition, have a clear and focused role in the JIF livelihood working group at the urban areas.
  • Ensure communication of key milestones and progress updates to necessary stakeholders within the community.
  • Collate/compile field-generated information and complete periodic progress reports in a timely manner in compliance with donor requirements.

 

 

 

Government Liaison      

 

  • In close coordination with PQ department, ensure ongoing relations with all Government Ministries, Departments and offices through regular visits, and keeping them informed of CARE’s programs and interventions.
  • The main interlocutor with the Department of International Relations at the Ministry of Planning and International Cooperation. Responsible for submitting the projects’ requests for approval, follow-up ensuring that their comments are addressed, and providing the needed reports.
  • Ensuring the submission of CARE’s plan to the Government on an annual basis, and providing the needed reports.
  • Support CARE emergency and long-term programs’ needs when it comes to relations with the Government, requesting beneficiary lists for CARE to support, and any other needs.
  • Follow up with the Ministry of planning and international Cooperation MOPIC to insure all grants are approved on timely manner and communicate all required reports and documentations. Communicate approved prepared work plans and project progress reports.

 

Qualifications and Requirements:

  • Bachelor’s degree in a relevant field (Social Science, , Public Administration, Business Administration, Developmental Studies)
  • 7 years of humanitarian program experience, including significant experience of working with partners to deliver humanitarian and livelihood-based programs and build capacity for emergency preparedness and response.
  • Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc.
  • A proven record of effective project management, including project planning and managing a budget
  • Proven skills in Livelihood influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups

 

  • Conducting needs assessment, evaluation and/or preparing analytical work
  • Project management and reporting skills and experience
  • Excellent interpersonal and communications skills
