Administration Officer – Financial Services

Job Description and Requirements

The TWEED – Promotion of Training to Improve Efficiency in the Water and Energy Sector II Project” in Jordan is seeking a Administration Officer – Financial Services - on a full-time base employment.

  1. Required qualifications, competencies and experience

Formal Qualifications

University Degree in accounting, administration or related field

Professional Experience:

  • at least 5 years of professional experience in payments, invoice verification, and financial processes, bookkeeping
  • broad experience in administration and financial management
  • in-depth understanding of the financial process, planning, and accounting

Other Knowledge, additional competencies:

  • in-depth understanding of financial planning and accounting
  • excellent communication and cooperation skills
  • Eye for details and capability of monitoring lists
  • outgoing, constructive, positive attitude
  • team player/ability to cooperate with others

  • good working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • language skills: Fluent spoken and written skills in English, Arabic, German Language is a plus
  • ability to cope with the dynamic situation of cooperation system in the development field
  • experience and ability to deal with unexpected challenges
  • in-depth understanding of financial planning and accounting

  1. Major Responsibilities

Financial Administration

  • Smooth functioning of financial administration for up to 3 projects of the employment portfolio, such as cash withdrawal, keeping the cashbook, bankbook, bank account, preparing and verifying vouchers in line with GIZ standard procedures and systems/programs and in accordance with the signed authorization agreements
  • Invoice checking for local contracts and procurement of goods/material
  • Preparing projects’ voucher and present them to the bookkeepers at GIZ Office according to GIZ rules and regulations, internal control manual
  • Checking and preparing invoices for payments according to GIZ rules and regulations
  • Handling payments according to GIZ rules and regulations up to set value limit using GIZ software
  • Monitoring cashboxes and safe contents and keep lists updated
  • Monitoring bank accounts’ operations and regular bank reconciliation
  • Maintaining related filing for the financial section and keeps information confidential considering GIZ rules and regulations
  • Following up monthly reports on receivables, unsettled item and advances registered in project’s bookkeeping journals
  • Preparing for internal control sessions conducted by GIZ Office Amman, GIZ HQ Audit Unit and other related external audits
  • Support to overall financial monitoring

Other duties/additional tasks

  • Supports and, if necessary, conducts commercial viabilities assessments and documentation for agreements
  • Prepares contract document
  • Monitors implementation of contracts for the issuing of payments
  • Assists in preparation of budget planning if need upon the request of director superior
  • Assists in monitoring expenses in accordance with the budget, if needed upon request of direct superior
  • Assists in monitoring the monthly accounting and financial plans, if needed upon request of direct superior
  • Regularly checks the changes in GIZ Orientation and Regulations Tool (O+R) in relation to the field of work
  • Immediately reports all problems involving finance and regulations to direct superior
  • Performs other duties and tasks at the request of his/her direct superior
