Community Outreach Specialist

Job Description and Requirements

Abt Associates seeks a qualified candidate to fill a RMNCH Program Outreach Specialist position for USAID Health Service Delivery (2016-2021) in Jordan.

Main Functions of Position
Oversee community outreach program for reproductive, maternal, newborn and child health which conducts home visits to women and their families in all 12 governorates. Develop/Update strategy for the program to effectively cover the necessary health topics. Work with NGO partners to assure effective implementation of the program and to manage the capacity building activities for community health workers including counselling guidelines. Ensure the timely data collection and reporting according to M&E requirements.


Roles and Responsibilities:

  1. Manage the selection of NGO and CBO partners according to USAID/USAID Health Service Delivery procedures. 
  2. Oversee and coordinate these partners to effectively implement grassroots outreach.  This includes supervision of outreach partners in utilizing and expanding their door-to-door model when applicable.
  3. Conduct strategic planning with the implementing partners on canvas areas, client profiles, coverage approach, education messages and appropriate monitoring and evaluation. 
  4. Follow-up execution of partners’ work plans, subcontracts terms and agreements, and ensure accurate invoicing.
  5. Provide technical assistance to all activities related to reproductive, maternal and child health services and ensure that information is consistent with USAID Health Service Delivery technical guidance.
  6. Conduct analysis, report progress and achievements against project work plans, and identify needs for adjustment.
  7. Provide management and technical assistance to maintain quality of or improve the data collection, recording and analysis system in coordination with NGO and CBO partners. 
  8. Supervise the training, supervision and evaluation of CHWs associated with partner NGOs, Support problem solving and outreach monitoring. 
  9. Identify, engage, and build capacity among new partners to provide community outreach. 
  10. Coordinate with stakeholders within Jordan to ensure smooth operation of the community outreach program. 
  11. Collaborate with other USAID funded projects on community outreach- related issues. 
  12. Supervise USAID Health Service Delivery outreach staff and provide them with technical assistance and guidance. 

Qualifications

  • Minimum Education:

BA in Public Health, Community Health, Sociology, Social Work, Nursing or other relevant field. 

  • Special Skills and Knowledge:
  1. Excellent communication and interpersonal skills; complete fluency in written and        spoken Arabic and in written and spoken English.
  2. Direct experience in supporting USAID- or other donor-funded health programs preferred.

•Minimum Experience:

  1. At least eight (8) years of professional experience in community engagement health activities in Jordan. 
  2. Solid understanding of FP/RH and gender issues in Jordan. 
  3. Highly developed strategic planning, management, and organizational skills. 
  4. Proven ability to work with and across multiple teams. 
  5. Ability to work effectively at all levels in an organization, strong problem solving/decision-making ability; and team player with ability to work with and through others.
