Health & Safety Manager

Job Description and Requirements
The HSE Manager‟s key function is to ensure that the 
Supervision Consultant’s and Contractor’s HSE programmes are structured in 
accordance with the requirements of the project as well as the national and 
international HSE Acts, Regulations and Approved Codes of Practice 

Some of the specific responsibilities are:
  • Cooperate and coordinate with 
    the Project Manager/ Construction Manager in the implementation of 
    effective HSE systems on the project.
  • Liaise with the Employer, PMC 
    and the Local Authorities in ensuring adherence of all parties to the HSE 
    Requirements of the project.
  • Ensure the availability and 
    adequacy of all the Supervision Consultant and Contractor‟s HSE provisions 
    as per the requirements of their respective HSE plans, the Construction 
    Contracts General Conditions and Specifications, Employer‟s HSE 
    Requirements, and the applicable local/national and international 
    statutes, Regulations and Approved Codes of Practice‟s.
  • Train and induct staff on the 
    HSE plan requirements and site specific rules.
  • Ensure the Supervision 
    Consultant‟s and Contractor‟s full compliance with the project HSE 
  • Conduct scheduled, and unscheduled, 
    HSE audits and inspections and report to the Project Management Team on 
    any identified non-conformances for necessary action and correction by the 
    violating party.
  • Investigate direct and root 
    causes of accidents/incidents and advise recommendations to prevent 
    recurrence of the same.
  • Record and follow up on any 
    noted safety hazards and non-conformances to HSE regulators and parties 
    having jurisdiction.
  • Supervise the conduct of the 
    Supervision Consultant‟s and Contractor‟s HSE and construction personnel.
  • Review and approve the 
    Contractor‟s HSE documents, submittals, drawings, etc. to verify their 
    suitability, adequacy and conformance.
  • Measure the HSE performance of 
    the Supervision Consultant and Contractor and advise on the actions 
    necessary for improvement.


Engineering Degree, Environmental Safety, Occupational Safety and Health 
Admiration or related field
