Job Description and Requirements

  1. Direct and supervise the activities of assigned personnel engaged in SATORP projects in areas of engineering, construction and project control.
  2. Supervise subordinates within the Division including assigning work activities and projects, monitoring workflow and reviewing results.
  3. Participate in the development of the Projects plans in coordination with all concerned Divisions; and ensure providing the necessary support and advice for effective implementation.
  4. Develop the Projects Division’s policies, procedures and instructions, and ensure the availability of all resources required to perform the Division’s tasks and functions.
  5. Develop an estimated budget for the Projects Division and monitor its expenditures and financial performance in coordination with concerned organizations at SATORP.
  6. Manage and develop Key Performance Indicators to determine work priorities and monitor subordinates’ and contractors’ performances and ensure taking the appropriate course of actions in case of deviations.
  7. Review and contribute to conducing feasibility and optimization studies to assess the financial implications of the proposed projects.
  8. Manage and coordinate all Projects related tendering and contracting activities on static pressure equipment, including, but not limited to, attending pre-tender meetings, answering related questions raised by Contractors, solving technical problems, evaluating of technical tenders prior to awarding, reviewing and approving Contractor’s invoices, ensuring compliance to contract conditions and recommending changes to the scope of work, when needed.
  9. Assess project resource requirements, such as materials, equipment and personnel, and develop personnel roles/responsibilities within project teams.
  10. Ensure methodological implementation of cost estimating and scheduling and monitor progress against plan and budget. Review and endorse formal reporting of project progress and forecasts.
  11. Review engineering and construction drawings and designs and ensure that SATORP’s requirements and standards are being adhered to.
  12. Oversee development and maintenance of the work plan, schedule and all associated activities/works.
  13. Review sequence of work-flow and associated interdependencies; identifying and assessing key interfaces to develop specific plans for executing and monitoring these interfaces; defining and assessing key risks and uncertainties and developing plans for mitigating and monitoring these risks and uncertainties.
  14. Ensure proper documenting the equipment and engineered system changes that require updating SATORP process safety information.  Identify, review, and analyze authorized changes prior to their implementation and complete all necessary follow-up, documentation and communication to ensure health and safety of employees, the public and environment.
  15. Ensure project processes and procedures are clearly communicated and readily available for use by project teams; assess compliance to these processes/procedures and take corrective actions, as needed.
  16. Act as a coach to subordinates, identify their training and career development, recommend training courses and follow-up on their personnel records such as timesheets, discipline, vacations, leaves and absenteeism.

Perform other related duties as assigned by the Manager Technical.

 

Education Background:

Bachelor’s Degree in Engineering.

Experience:

Twelve (12) years of experience in a Refinery Project Management activities, of which at least Six (6) years in a similar position.
