Job Description and Requirements

Duties and Responsibilities:

  1. Supervise Subordinates within the Division including assigning work activities, monitoring workflow and reviewing results.
  2. Participate in the development of Process Engineering strategies and plans in coordination with all concerned Organizations; and ensure providing the necessary support and advice for effective implementation.
  3. Ensure that the Process Engineering Strategy is continuously developed and updated in line with SATORP’s objectives and the industry best practices.
  4. Develop the Process Engineering Division’s policies, procedures, guidelines and instructions, and ensure the availability of all resources required to perform the Division’s tasks and functions.
  5. Develop an estimated budget for the Process Engineering Division and monitor its expenditures and financial performance in coordination with concerned organizations at SATORP.
  6. Manage and develop yearly objectives and Key Performance Indicators for Subordinates, determine work priorities, monitor and evaluate subordinates’ and contractors’ performance and ensure taking the appropriate course of actions in case of deviations.
  7. Ensure that realistic and challenging Refinery processes’ objectives are in place and properly aligned with the global Refinery objectives.  Provide ongoing follow-up and supervision on the accomplishment of these objectives.
  8. Provide technical support to the Scheduling and the Performance Control teams to ensure appropriate yields follow-up activities.
  9. Keep current with the latest techniques and technologies in areas of Process Engineering and Furnace and Air Cooling Systems optimization.
  10. Participate in regional and international conferences and exhibitions concerning Process Engineering activities.
  11. Ensure efficient flow of information and communications between the Process Engineering Division as well as with other internal and external personnel, such as Licensors, Partners, Catalysts and Chemicals Suppliers, Engineering Offices and Laboratories.
  12. Review and validate the Engineers’ monthly reports and ensure that all appropriate quality standards and measures are realized in a timely manner.
  13. Lead process troubleshooting activities and participate actively in refinery global troubleshooting operations.
  14. Ensure the Division Engineers’ involvement in monitoring and following-up on the refinery budgets in relation to utilities consumptions, chemicals and catalyst and materials areas.
  15. Screen, evaluate and validate process modification proposals prior to submission to Validation Commission.
  16. Ensure that Process Engineering projects are properly followed-up by the respective Area Process Engineers and their impact on the Refinery master plan and Refinery utilities is systematically evaluated.
  17. Manage and coordinate all process engineering related tendering and contracting activities, including attending pre-tender meetings, answering any questions raised by services/goods Supplies or Contractors, solving technical problems, evaluating technical tenders, reviewing and approving invoices, and ensuring compliance to contract conditions and specifications.
  18. Encourage and control the application and adherence of all subordinates and contractors to Refinery policies and procedures with regards to health, safety, environment and quality regulations and standards.
  19. Submit regular reports to the Manager Technical on process engineering service contracts’ progresses and highlight any pending issues or problems that need high-level intervention.
  20. Act as a coach to subordinates, identify their training and career development, recommend training courses and follow-up on their personnel records such as timesheets, discipline, vacations, leaves and absenteeism.

Perform other related duties as assigned by the Manager Technical.

 

Education Background:

Bachelor’s Degree in Chemical Engineering or equivalent.

Experience:

Twelve (12) years of related Refining Process Engineering experience, of which at least Six (6) years in a similar position.
