Job Description and Requirements
Overview of the Position:
The main function of this position is to lead the organization’s efforts in ensuring the offering of quality programs and services to AMIDEAST/Jordan clients and partners, and an adoption of a continuous process improvement approach to planning, implementing, and evaluating the programs and services. The incumbent will be responsible for developing a monitoring and evaluation (M&E) strategy for AMIDEAST/Jordan, implementing process controls and measurement devices, conducting data analysis, training employees, and preparing reports. The M&E Manager reports directly to the Country Director and is charged with developing and maintaining a system to assure that all programs and services provided by the organization meet, at a minimum, client, management and other stakeholder satisfaction, and achieve superior quality and reliability levels. The M & E Manager is responsible to assist the organization in achieving both short-and long-term goals and to assist the Country Director in developing policies and procedures that ensure the organization adopts a continuous process improvement approach to planning, implementing, and evaluating all aspects of its portfolio of programs and services.
Responsibilities:
- Develop a monitoring and evaluation strategy and associated tools, including key performance indicators.
- Review and chart workflow procedures for key programs and services.
- Conduct gap analyses; identify critical control points and preventive measures; suggest ways in which existing procedures may be streamlined or revised to enhance quality and consistency.
- Develop quality assurance plans and verification procedures.
- Train employees on the M&E best practices, and ensure compliance to policies and procedures.
- Maintain and improve program and service quality by examining compliance with required operating procedures, by monitoring the implementation of programs and services, by investigating customer complaints and proposing solutions; and by collaborating with other members of management and staff to develop new programs and services, as well as new quality procedures, as required.
- Periodically review and update quality assurance procedures, and re-train staff on best practices.
- Prepare quality documentation and reports by collecting, analyzing and summarizing information and trends. Ensure that all contractually-required, and HQ-requested, reports are completed and submitted on time, and in a technically accurate and error-free format.
- Ensure that AMIDEAST branding and formatting standards are complied with on all program and service literature, materials, reports, and other documentation.
- Any other tasks assigned by the Country Director.
Qualifications:
Required:
- A Bachelor’s degree in business, management, or a related field.
- Defined, substantive experience in M&E and quality assurance systems.
- A minimum of eight years work experience, of which at least four are in a management position.
- Strong verbal and written communication skills in both English and Arabic
- A TOEIC score of at least 785
- Strong skills in procedure implementation and quality auditing, and solid understanding of ISO or other international quality standards requirements, implementation and documentation.
- Strong computer skills, specifically with MS Office Suite, in particular Excel, and ability to master other software quickly
- Training experience in formal, classroom learning and in informal, on-the-job learning environments
- Ability to work in a professional, cooperative manner with colleagues and clients
- Ability to work independently and to take initiative in a proactive, results-oriented manner
- Ability to work within deadlines and frequently shifting priorities and in a high pressure environment.
- Attention to details
- Ability to travel within Jordan, including regular site visits to clients
- Willingness to accept new assignments enthusiastically, openness to learn and to apply information gained to better support AMIDEAST staff
- Availability occasionally to work hours in excess of eight per day or 40 per week
Preferred:
- A Master’s degree in business administration, public policy, or a related field.
