Job Description and Requirements
Overall objectives
The Emergency Education Manager will be responsible for coordinating the education intervention in Shousha camp under DRC’s response to refugees from Libya. The position includes project implementation, development of work plans, monitoring of project spending, monitoring and reporting, staff supervision, representation and internal and external coordination.
Background
The DRC has been present in Tunisia since March 2011 in response to the refugee emergency in the Tunisia-Libya border crossing of Ras Ajdir. From April 2011 DRC has implemented community services and protection activities targeting the male population of the camp. From August 2011 those activities have been extended to the female refugees and a women’s centre and a women’s committee have been established.
DRC is currently expanding its programming in Shousha Camp into the areas of Child Protection and Education. The program aims at providing pre-school, primary education and protection activities for refugee children residing in the camp.
Key responsibilities
- Develop overall project work plan as well as monthly work plans for project implementation
- Coordinate the provision of materials and supplies (learning, child development materials , etc.) with logistics and partners
- Organize and facilitate the trainings of teachers on healing classrooms
- Establish /upgrade schools in the refugee camp of Shousha
- Liaise and coordinate with other camp actors (INGOs, UN agencies, etc.)
Monitoring & Evaluation, Reporting
- Conduct regular monitoring visits to project sites to monitor progress of implementation
- Compile and submit monthly narrative and progress report
- Participate in monitoring and evaluation (M&E) through FGDs, Impact Satisfaction Survey, etc.
- Develop project expenses forecast
- Review monthly budget versus the approved one and monitoring project spending
Staff Supervision and Capacity Building
- Supervise project staff and volunteers
- Participate in recruitment of new staff and volunteers when required
- Conduct training /mentoring /coaching for project staff and volunteers
- Evaluate team performance through individual staff appraisals
Coordination and Internal & External Relations
- Represent DRC at relevant coordination meetings
- Develop/establish relations with the Ministry of Education and/or other relevant line Ministries to explore possible cooperation in the frame of the compulsory education and vocational training
- Coordinate with the DRC Child Protection Team
Qualifications
- Significant working experience in the education sector for a humanitarian organisation;
- Proven emergency education program management, implementation and monitoring experience in a refugee/IDP context in a developing country;
- Proven experience facilitating child participation activities;
- Substantial team management and capacity-building skills and experience;
Desirable
- Excellent leadership and motivational skills and the ability to communicate with children as well as a diverse range of people;
- Strong interpersonal, representation and negotiation skills;
- Skills and experience in project/programme planning, delivery, monitoring, review and evaluation;
- Demonstrable ability to adapt to changing programme and emergency priorities that may arise;
- Solid diplomatic skills: the ability to effectively manage a variety of internal and external relationships, especially with partners
- Fluency in written and spoken English and Arabic; language skills in French desired
- High level of IT skills and ability to produce timely project proposals and high quality reports;
- Experience in community mobilization and awareness raising
- Self-motivated, able to take initiative, resilient and able to work independently;
- Experience in working in an insecure environment

Conditions
Availability: ASAP
Duty station: Zarzis, Tunisia with frequent travel to Shousha camp and some travel to Libya.
Contract: 6 months with possibility of extension, subject to funding and performance. Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Local Recruited Expatriates (LRE-B3. This includes 2000 USD in base salary as well as per diem (1500 USD), housing allowances (500 USD) and inconvenience allowances (500 USD) equal to a total of 4500 USD, insurance and transport to/from duty station.
