Public Expenditure Analyst

We are seeking a qualified Jordanian individual for a position with the USAID-funded Fiscal Reform II Project. The Project delivers technical assistance to the Government of Jordan in the areas of tax and customs administration, budget management, more effective economic policy formulation, an improved system for valuation and taxation of real property at the national and local levels, and results-oriented government. This position will sit in the Public Financial Management Component. The Public Expenditure Analyst will be responsible for capacity development within the Studies and Information Directorate so that its professional staff can independently: • Conduct monthly monitoring and analyze and report on key areas of government spending • Prepare forecasts using economic, financial, and demographic information for major areas of government expenditure • Update and prepare analysis studies for the data base of government vehicles • Follow-up and update the data base of civil servants, and prepare analysis studies and reports Qualifications: • More than 10 years of experience in public expenditure planning and budgeting and in expenditure forecasting • Bachelor’s degree holder or higher in economics, accounting, business or public administration or a closely related field • Experience designing and executing monitoring and analysis studies related to public expenditure • Significant experience in capacity development work on behalf of public budget and financial management functions • Ability to prepare periodic reports on the results of the studies they conduct • Capable of working in high pressure environments • Able to work independently and within a team • Bilingual English and Arabic language ability
